Comhar’s 25 members are appointed by the Minister for the Environment, Heritage and Local Government, for a period of three years, on the basis of nominations made by a range of bodies under five pillars or areas:

• the State/public sector
• economic sectors
• environmental NGOs
• social/community NGOs
• the professional/academic sector

The nominating bodies in each pillar are designated by the Minister for the Environment, Heritage and Local Government, in accordance with the terms of reference.

The Chairman of the Joint Oireachtas Committee on the Environment and Local Government is an ex-officio member of Comhar.

The Minister for the Environment, Heritage and Local Government also appoints the Chairperson of Comhar. The current chairperson of Comhar is Professor Frank Convery.
